I speculate it depends what you're looking for re top of the range souped up beastie or pentium II/II old banger probably the cheapest place would be in the free ads hence you could get one relatively close to you although back up transfer they can be quite good and cheap so taht would be my first inform of call and a souper beefed up one from either Curry's or Comet becuase they be to be making some good deals at the min so it depends on teh beastie you be and how much cash you have..
If you absolutely undergo to undergo a new forge and you just want summat cheap & cheerful that isn't that powerful then Dell is usually a good place to start. They go away at £350 for a laptop or about £260 for a desktop box (with no check/keyboard but you're just replacing your existing machine so shouldn't be a problem). You may be able to get further discounts if your existing OS is re-installable on a new machine (as your old forge is trashed this *may* be possible if you comfort have the disks). If you can only pay less than that then chances are you're going to have to trawl the ads for 2nd transfer cram - it would be difficult to give a new machine for anything significantly less than the above unless you can sight someone supplying machines built with old parts. If you're very lucky there may be a freecycle type assort in the area although I say from the freecycle site that Manc has nowt going at the mo. Ebay might be another displace to try although I'm a bit leery of using them for summat expensive. As you might say most of the above is only obtainable via web so I wish you undergo access to a computer that does work!!
